Night driving ban plan for young Scottish motorists

Young drivers face being banned from the roads at night in a bid to cut Scotland's car crash death toll. According to the Daily Record, black box-type recorders and speed-limiting technology could also be fitted to their vehicles.
The recommendations – by Government agency Transport Scotland – come just days after another teenage tragedy. At 2am on Sunday, 15-year-old Ryan Bell died after the car he was in with pals smashed into a wall. It crashed shortly after being pulled over by police.
Thirty-four young drivers, aged between 17 and 25, were killed on average each year between 2005 and 2009 – more than one third of the total road deaths.
The curfew proposals were yesterday backed by road safety campaigners BRAKE. Spokeswoman Ellen Booth said: "These restrictions would mean that young people could acquire skills such as driving at night in a safe way."
The planned crackdown has been drawn up by transport consultancy Atkins and Professor Stephen Strandling, one of Scotland's experts on road safety. They have also suggested stopping young drivers carrying passengers after they first pass their test as well as limiting them to vehicles with smaller engines. The enforcement measures would be paid for in the form of an insurance premium which would be added to all drivers' policies.
But the Institute of Advanced Motorists claimed the proposals would require a huge investment. Spokesman Neil Greig said: "We do support more post-test training but we would question the sort of restrictions proposed here, such as stopping young people driving at night. How would you enforce it? At the moment, police and councils are cutting the amount they are spending on road enforcement."
A Scottish government spokesman said the report was intended to inform debate and did not represent policy.
